RECOMMENDATION:
It is recommended that the Budget Committee:

a. Support to amend the FY 2017-18 Water Resources Agency (WRA), Unit 8267 Budget to reallocate one (1) vacant Hydrologist position to one (1) Water Resources Technician; and
b. Support to authorize the Auditor-Controller and the County Administrative Office to incorporate these changes in the FY 2017-18 Budget.

SUMMARY/DISCUSSION::
The Water Resources Agency (WRA) is requesting to amend the FY 2017-18 Adopted Budget to address operational needs with regards to the Integrated Coastal Monitoring and Reporting Plan by reallocating one (1) vacant Hydrologist position to one (1) Water Resources Technician. On November 20, 2017 the Agency Board of Directors approved a financing agreement executed on December 4th, 2012, with California American Water Company for the Integrated Coastal Monitoring and Reporting Plan, per the terms the of the Settlement Agreement and Mutual Release (Settlement Agreement) between California American Water Company, the Monterey County Water Resources Agency (Agency), and the County of Monterey, it requires the Agency to monitor Cal-Am wells. Under this agreement with Cal-Am the Agency will be reimbursed 50% of the cost of a Water Resource Technician who will perform the monitoring activities. This position will also be used for other Agency hydrology and water quality program reporting requirements.
