RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an agreement with Philips Healthcare for DoseWise Portal Subscription services at NMC for an amount not to exceed $172,550 with an agreement term of March 1, 2018 through February 28, 2023.

b.                     Accept the NMC Chief Executive Officer’s recommendation to accept non-standard indemnification, insurance, limitations on liability, and limitations on damages provisions within the agreement.

SUMMARY/DISCUSSION:

 

Natividad Medical Center would like to have an agreement with Philips for the use of their DoseWise software to monitor radiation dose amount on patients undergoing any ionizing radiation procedure.   Joint Commission and California department of health services requires all Incidents where radiation dose indices exceeds expected dose index range are reviewed and analyzed.

 

DoseWise is a radiation dose tracking software that brings all patient exposures into one place allowing Natividad Medical Center Radiology to segment, analyze and track dose to individual patients. It also will help NMC to discover trends in their data across all of our imaging equipment, allowing protocol adjustments and normalizing exam exposure to reduce the amount of radiation exposure to the patients.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this agreement as to legal form only and has not approved as to risk due to non-standard risk provisions.  The Auditor-Controller has reviewed and approved as to payment provisions. The December 1, 2017 meeting of the Board of Trustees was cancelled for lack of a quorum. The agreement was reviewed and approved by the NMC Executive Committee on December 5, 2017.

 

FINANCING:

 

The cost for this agreement is $172,550 of which $34,510 is included in the Fiscal Year 2017-18 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact to the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

The software will meet the County’s strategic initiative for Health and Human services by reducing and tracking the amount of radiation exposure to a county resident who has services completed at Natividad Medical Center.   The software will alert the hospital of any patient who is getting excessive radiation exposure from multiple exams or in the event of equipment failure.
