RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the Professional Services Agreement with James F. Lilja, M.D. dba Bay Area Gynecology Oncology to provide gynecology oncology services at NMC for an amount not to exceed $410,000 for the period February 1, 2018 to March 31, 2020; and

b.                     Authorize the Deputy Purchasing Agent for NMC or his designee to sign up to three (3) future amendments to this Agreement where the total amendments do not significantly change the scope of work and do not cause an increase of more than ten percent 10% ($41,000) of the original contract amount per each amendment.

 

SUMMARY/DISCUSSION:

Natividad Medical Center operates the D’Arrigo Family Specialty Services Outpatient Clinic offering over fifteen different specialty care services.  NMC would like expand the services currently being offered in the clinic by entering into an agreement with Bay Area Gynecology Oncology, for which Dr. James Lilja and Dr. Jeff Lin will provide gynecology oncology services one day a week in the outpatient specialty clinic as well as inpatient/outpatient procedures in the operating room.  Partnering with Bay Area Gynecology Oncology increases patient access to high quality specialized physicians allowing Monterey County residents to remain closer to home for treatment.  The group will be paid an hourly rate for services according to the terms of the agreement, although the amount of services provided may increase due to patient volume, the rate of pay remains the same.  NMC has obtained an independent opinion of fair market value supporting the payment terms of this Agreement.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Agreement as to legal form and risk provisions.  Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.  The Agreement has also been reviewed and approved by Natividad Medical Center’s Finance Committee on December 1, 2017 and Special Executive Session on December 5, 2017.

 

FINANCING:

The total not to exceed amount of this Agreement is $410,000 for the period February 1, 2018 to March 31, 2020.   $60,000 is included in the Fiscal Year 2017/2018 Adopted Budget.  The remaining balance will be budgeted in subsequent fiscal years.  There is no impact to the General Fund.

The services rendered in this agreement provide NMC with the additional support it needs in order to provide reliable and high quality patient care which improves the health and quality of life for patients and their families.
