Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign the agreement awarded for RFP #10607 with Peninsula Business Interiors for $1,200,000, retroactive to January 1, 2018 through June 30, 2020, to purchase furniture and furniture installation for the Department of Social Services;

b. Approve and authorize the Director of the Department of Social Services to sign the agreement awarded for RFP #10607 with KBM-Hogue for $1,200,000, retroactive to January 1, 2018 through June 30, 2020, to purchase furniture and furniture installation for the Department of Social Services; and

c. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to each Agreement where the total amendments do not exceed 10% ($240,000) of the total aggregate cost of both agreements and do not significantly change the scope of work.

 

 

SUMMARY/DISCUSSION:

The Department of Social Services (DSS) issued RFP #10607 on February 23, 2017 and proposals were due and received on March 31, 2017.  Two responsive proposals were received, one from Peninsula Business Interiors (PBI) and one from KBM-Hogue (KBM), and both were tentatively awarded contracts.  These contracts are being brought for your Board’s approval.

 

These agreements are for the provision of ergonomic furniture including sit/stand adjustable desks, workstation paneling, cabinets, office chairs, conference room furniture, monitor arms, and other peripheral office furniture and equipment.  The agreements also provide for delivery, installation, training, and removal of old furniture.  PBI and KBM will pay prevailing wages pursuant to California Labor Code and comply with all its requirements.

 

The furniture purchases and installations are necessary to mitigate rising worker’s compensation claims and costs associated with employee ergonomic assessments.   These agreements were delayed in being brought for Board consideration prior to the effective dates due to County delays in administrative processing.  Purchases will not occur prior to Board approval.  

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved these agreements. County Counsel has approved the agreements as to form.

 

FINANCING:

Funding for these services is provided with a combination of Federal, State and Realignment revenues. Sufficient appropriations and estimated revenues in SOCOO5 are included in the FY 2017-18 Adopted Budget.  All future year costs will be included in the budget requests for each of the respective fiscal years.
