RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve a Professional Services Agreement with The Don Chapin Co., Inc., in the amount of $62,000 to improve the Salinas River Diversion Facility Access Road and Drainage Channel Maintenance; and, authorize the General Manager to execute the Agreement.

SUMMARY/DISCUSSION:
Road traffic and weather conditions have deteriorated sections of the Salinas River Diversion Facility (SRDF) access road. Sediment accumulation and channel erosion has impacted the drainage channel's water conveyance capabilities causing further damage to the access road. In addition, the 2008 purchase Agreement with the Monterey Regional Waste Management District, the Monterey County Water Resources Agency agreed to improve and maintain the access road. Improvements to the Salinas River Diversion Facility access road and drainage channel maintenance were last completed in 2010. In September 2017, the Agency solicited proposals to perform the needed improvement and maintenance work. Proposals were received from three qualified local firms: The Don Chapin Co., Inc., Granite Rock Company and Precision Grading, Inc., on October 26, 2017.

Staff reviewed the proposals received and recommends that an Agreement for Professional Services be approved with The Don Chapin Co., Inc., to perform the improvements to the SRDF access road and drainage channel maintenance. The Don Chapin Co., Inc., has the experience, staff and equipment to complete the work and, proposed the lowest cost.

OTHER AGENCY INVOLVEMENT:
