RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 1 to Mental Health Services Agreement A-13465 with Star View Behavioral Health, Inc. to increase FY 2017-18 amount from $ $688,218 to $822,935 (an increase of $134,717) for a revised total Agreement amount not to exceed $1,303,111 for the term July 1, 2016 through June 30, 2018.

SUMMARY/DISCUSSION:
Star View Behavioral Health, Inc. is a high-level mental health treatment facility serving emotionally disturbed youngsters between the ages of 11 and 17 years. Services are provided through a 16-bed Psychiatric Health Facility (PHF), and through a 44-bed locked Community Treatment Facility (CTF) which provides sub-acute care, supervision and intensive treatment in a structured and secure residential environment. The facility is fully secured and designed to assist youth who have extensive histories of treatment failures from other placements. The facility provides a medically-based, psychosocial-rehabilitation treatment program for youth requiring medium term intensive treatment with an on-grounds school, activity program, and treatment staff. This Amendment No. 1 adds additional CTF mental health services to meet the level of care of the current placement, and increases the PHF and CTF rates effective July 1, 2017.
