RECOMMENDATIONS:

It is recommended that the Board of Supervisors:

 

a. Approve Amendment No. 2 to Agreement, Multi-Year Agreement #3000*1862, with APSICM - Sixth Dimension, LLC to continue to provide on-call construction management services for various correctional facility projects located in Monterey County, California, Request for Qualifications #10477, to: update the hourly rates; increase not to exceed amount by $1,000,000 for a total amount not to exceed $6,000,000; and extend the expiration date one (1) additional year for a revised term from July 21, 2015 to July 21, 2019, with the option to extend the Agreement for one (1) additional one (1) year period; and

 

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 2 to the Agreement and future amendments that do not significantly alter the scope of work or change the approved Agreement amount.

 

SUMMARY:

Over the last five (5) years, the County of Monterey’s Resource Management Agency (RMA) has established several on-call agreements by prequalifying professional firms in specialized fields.  The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lacks the expertise or when the volume of work exceeds RMA’s capacity.  These on-call agreements are utilized across the RMA, and at times used by other County Departments, for specialized expertise in design and construction management for specific facility and capital projects. 

 

DISCUSSION:

In 2015, APSICM - Sixth Dimension, LLC was selected for its expertise and capabilities necessary to provide on-call construction management services for various correctional facility projects located in Monterey County, California under a competitive selection process in accordance with County policies under Request for Qualifications (RFQ) #10477.  RMA has identified a need to continue on-call construction management services to assist Architectural Services staff in areas related to capital projects.  APSICM - Sixth Dimension, LLC has been responsive to County needs identified under this contract and there are a number of pending projects.  Therefore, RMA recommends extending services with APSICM - Sixth Dimension, LLC for one year with a possibility to extend that one additional year. 

 

Amendment No. 2 to the Agreement between the County and APSICM - Sixth Dimension, LLC will update the hourly rates; increase not to exceed amount of $5,000,000 by $1,000,000 for a total amount not to exceed $6,000,000; and extend the expiration date from July 21, 2018 for one (1) additional year through July 21, 2019, with the option to extend the Agreement for one (1) additional one (1) year period. 

 

Attachment D provides a summary of the Agreement to date.  Attachment E provides a summary of the Agreement’s annual expenditures and balance.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 2 as to form and legality, and fiscal provisions, respectively.

 

FINANCING:

Sufficient appropriations are available in the Resource Management Agency (RMA) - Public Works Budget (Fund 404, Department 3000, Unit 8174, Appropriations Unit RMA 015) to finance Amendment No. 2.  Per Attachment E, the Agreement expenditures to date (through November 28, 2017) total $708,069 with a remaining balance of $4,291,931 from the original $5,000,000 not to exceed amount.  However, $4,126,442 is committed (yet not fully encumbered) for services for various active projects and is accounted for in Attachment F, and leaves only an available remaining balance in the amount of $165,489, necessitating the requested increase.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors’ Strategic Initiatives by providing on-call construction management services that will directly support Infrastructure Key Objectives through providing for adequate County facilities and infrastructure and Public Safety Key Objectives by attaining safe and appropriate facilities to house adult and juvenile offenders that prepare them for successful re-entry to society.
