RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Resource Management Agency Director or Deputy Director to execute the Measure X Pavement Management Program Funding Agreement between the Transportation Agency of Monterey County (“TAMC”) and County of Monterey.

 

SUMMARY/ DISCUSSION:

On August 29, 2017, the Monterey County Board of Supervisors authorized the Resource Management Agency (RMA) to enter into a Master Programs Funding Agreement with TAMC regarding the allocation of Measure X funds.  One of the requirements detailed in the agreement is for each local agency to develop a Pavement Management Program (PMP) and submit regular reports on the condition of their roads in order to receive funding.

 

To comply with this requirement, agencies were given two (2) options: develop their own PMP or participate with TAMC and other interested agencies in a joint effort.  In the event that the second option is exercised, TAMC would take the lead in procuring the professional services related to the development of a PMP.  The cost will be shared amongst the participating agencies based on the same formula used in allocating Measure X funds between agencies (i.e. number of miles maintained by each agency). 

 

The Measure X Pavement Management Program Funding Agreement will allow Monterey County (County) to participate in TAMC’s Pavement Management Program.  This collaboration with TAMC will help the County develop and maintain a pavement program annually for as long as Measure X is in place (30 years) and to report the results in compliance with the Measure X Master Programs Funding Agreement.  TAMC will be the responsible agency for contracting and overseeing the pavement management software acquisition and consultant services to develop the Pavement Management Program for each participating local agency.

 

RMA recommends implementation of the second option because there is a cost savings for the County to participate in this program through TAMC.  The startup cost to the County, if we were to contract a consultant and acquire the software alone, would be about $550,000. The anticipated startup cost to implement the program (Year 1) is approximately $600,000 with $400,000 being the County’s share.  After Year 1, the County’s cost is estimated to be approximately $6,000 annually for software costs.  In addition to the annual cost, a pavement survey will be performed every three years (after the initial pavement survey in Year 1) to provide an update of the pavement condition; this is estimated to cost about $160,000 each occurrence.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed the proposed funding agreement as to form.

 

FINANCING:

Staff anticipates Measure X will provide approximately $5.2 million in new revenue for FY 2017-18.  The cost to participate in the program will be covered by Measure X funds allocated to the County. The County’s anticipated startup cost to participate in the program is approximately $400,000, with annual recurring cost of approximately $6,000, and $160,000 every three years for pavement survey costs. 

 

The FY 2017-18 Road Fund budget (Fund 002, Appropriation Unit RMA012) includes $1 million in estimated Measure X funds.  The County received a little over $1 million last quarter and anticipates receiving the remaining $4.2 million throughout the remainder of the current fiscal year.  Of the appropriated $1 million, $400,000 will fund the startup cost to participate in the program with TAMC.  Staff will defer expenditures of projects that were originally programmed with Measure X funds until the County receives the remaining Measure X funds of $4.2 million.  Staff will return to the Board to authorize modifying the Road Fund’s budget to increase projected revenues and appropriations for the projects.  Where possible, staff intends to use these funds as leverage/match for federal and/or state grants to maximize funding.
