RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Chief Executive Officer (CEO) for Natividad Medical Center (NMC) to execute the second amendment to the affiliation agreement for the Family Medicine Residency Program at NMC with The Regents of the University of California on behalf of the University of California, San Francisco (UCSF) School of Medicine, extending the agreement an additional five (5) years (November 1, 2017 through October 31, 2022) for a revised full agreement term of November 1, 2012 through October 31, 2022.

 

SUMMARY/DISCUSSION:

 

The Natividad Family Medicine Residency Program (NMC Residency Program) has been in existence since the early 1970’s.  UCSF has been the sponsoring institution since the beginning of the program.  The affiliation with UCSF supports and enhances the NMC Residency Program, pursuant to the terms and conditions of the Affiliation Agreement.

 

NMC operates the NMC Residency Program for the express purpose of assisting in the care of underserved and medically indigent population, and training the new generation of doctors.  Participation by residents in the NMC Residency Program in elective or required rotations at locations other than NMC provides additional training which residents may not otherwise receive at NMC, and furthers the express purpose of the program.

 

The proposed second amendment to the affiliation agreement extends the term for an additional five (5) year period with no significant change to the scope of services.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this second amendment to the affiliation agreement as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. County Counsel has reviewed the insurance and indemnity provisions of the affiliation agreement with the County Risk Manager. This second amendment to the affiliation agreement has also been reviewed and approved by NMC’s Finance Committee on September 27, 2017 and by its Board of Trustees on October 6, 2017.

 

FINANCING:

 

Included in this second amendment to the affiliation agreement, UCSF provides to NMC $30,000 per contract year to support the operating expenses of the program. There is no impact to the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

Natividad Medical Center family medicine residency program has been affiliated with UCSF since its inception. The affiliation with UCSF provides support for the residency and stature for both a residency and the institution. We no longer have a required third year medical school clerkship but we accept fourth-year rotations from UCSF (and others) that keep us in their undergraduate as well as graduate agenda. We have access to a lot of the resources of UCSF through this agreement including the ability for the residents to do an occasional rotation with them and to access their VPN/library etc. It is a positive affiliation and should be maintained. Natividad Medical Center family medicine residency program provides medical care through its residents and attends to all of Monterey County, but especially those who require Safety net services. The affiliation with UCSF supports the residency in its primarily educational, but also service mission.
