RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:
Receive a report on Agency activities coordinated with the SVBGSA.
SUMMARY/DISCUSSION:
The SVBGSA is tasked with developing and implementing a Groundwater Sustainability Plan (GSP) for basins designated as high- or medium-priority and subject to conditions of “critical overdraft” by January 31, 2020. The Agency is a member of the joint powers authority that was responsible for the formation and funding of the SVBGSA. Currently, Agency staff serve on the SVBGSA’s Advisory Committee.
In October 2017, the Agency released a report; “Recommendations to Address the Expansion of Seawater Intrusion in the Salinas Valley Groundwater Basin”. The Monterey County Board of Supervisors (Board) directed staff to coordinate with the SVBGSA and report back to the Board with a strategy for implementation the recommendations. A three-agency working group (Agency, County, SVBGSA) was developed; and directed to report back within ninety days with its findings, and within forty-five days with an update on progress. A first meeting of the “Ninety Day Work Group was held on January 11, 2018.
