RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute the Services Agreement with Specialists on Call, Inc., (“SOC”), a Delaware corporation; Tele-Physicians, P.C., a California professional corporation doing business as Specialists on Call Physicians, and as California Tele-Physicians (“TPP”) to provide tele-neurology services at NMC for an amount not to exceed $500,000 for the period February 1, 2018 to March 31, 2020; and

b.                     Authorize the Deputy Purchasing Agent for NMC or his designee to sign up to three (3) future amendments to this Agreement where the total amendments do not significantly change the scope of work and do not cause an increase of more than ten percent 10% ($50,000) of the original contract amount per each amendment.

 

SUMMARY/DISCUSSION:

To ensure a high standard of care to patients presenting with strokes and other  neurological emergencies in the emergency department and intensive care unit, NMC has an agreement with Specialists on Call, Inc., (“SOC”), a Delaware corporation; Tele-Physicians, P.C., a California professional corporation doing business as Specialists on Call Physicians, and as California Tele-Physicians (“TPP”) to provide 24/7 neurology consultative services via specialized electronic telemedicine equipment.  Services include indirect physical exams, history taking, diagnostic protocols, imagining analysis and recommendations for therapeutic interventions and/or diagnostic tests for any neurologic emergency.  NMC wishes to enter into this new agreement with SOC so that they can continue to provide the same services to patients without interruption.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this Agreement as to legal form and risk provisions.  Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.  The Agreement has also been reviewed and approved by Natividad Medical Center’s Finance Committee and Special Executive Committee on December 5, 2017.

 

FINANCING:

The total not to exceed amount of this Agreement is $500,000 for the period February 1, 2018 to March 31, 2020.   $100,000 is included in the Fiscal Year 2017/2018 Adopted Budget.  The remaining balance will be budgeted in subsequent fiscal years.  There is no impact to the General Fund.

The services rendered in this agreement provide NMC with the additional support it needs in order to provide reliable and high quality patient care which improves the health and quality of life for patients and their families.
