RECOMMENDATION:

It is recommended that the Board of Supervisors:

Receive an oral report on the Strategy Maps Framework being developed by the Impact Monterey County Network.

 

SUMMARY:

Monterey County Health Department has been working with various collaboratives and initiatives in the county to merge it’s Community Health Improvement Plan with the priority areas of Impact Monterey County Network and create a unifying framework for county organizations to use in order to have more synergy in efforts to reduce health inequities in the county.

 

DISCUSSION:

In 2016, the Impact Monterey County (IMC) Network was formed, bringing together leaders of various collective impact initiatives and collaboratives working to address community priorities identified in the Impact Monterey County 2014/15 Assessment. The Network is envisioned as a place for convening leaders and practitioners, connecting cross-sector and cross initiative partners around opportunities for alignment and coordination, measuring our impacts, sharing resources and trainings, building awareness and support for policies and practices that support the objectives of the four priority areas.

 

The Network developed member capacity in 2016 and 2017 with several trainings in collective impact, selected and elevated a core group of indicators to track progress toward outcomes across the four domains, and developed the Strategy Map framework. The framework is a tool that supports cross-sector and cross-initiative collaboration through coordination of strategies and alignment of mutually reinforcing activities. The Strategy Maps were developed by first reviewing key strategic plans for various county initiatives, county and state plans, and then further developed and refined through multiple in-person and web-based meetings with over 55 participants from more than 20 county organizations and initiatives. The maps are ‘living’ tools that gather input from a wide range of organizations, collaboratives and initiatives to build and sustain local support and align cross-sector/cross-initiative improvement efforts. The Network will continue to seek input and invite participation in the development and use of the maps going forward in to 2018. In addition, Monterey County Health Department will use the maps as an organizing framework and a reporting tool for the Community Health Improvement Plan.

 

This work is in support of Monterey County Health Department Strategic Plan Initiatives: 1) Empower the community to improve health through programs, policies, and activities; 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.

 

As part of its own mandate the Monterey County Health Department undertakes certain essential services. This work also supports several of the essential public health services, specifically: 1) Monitor health status to identify and solve community health problems; 3) Inform, educate, and empower people about health issues; 4) Mobilize community partnerships and action to identify and solve health problems; and 5) Develop policies and plans that support individual and community health efforts.

 

OTHER AGENCY INVOLVEMENT:

Staff from Department of Social Services, Economic Development, and County Administrative Office has participated in Network meetings to develop the framework.

 

FINANCING:

There is no impact to the General Fund resulting from this Board action.
