RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Director of the Emergency Communications Department to submit a quotation for the County to provide emergency communications services to United States Army Garrison (USAG) Presidio of Monterey.

SUMMARY

The Garrison Commander, U.S. Army Garrison Presidio of Monterey (USAG POM) has asked to enter into an agreement with the County for USAG POM’s use of the CAD and Mobile CAD systems and applications used by the Monterey County Emergency Communications Center (MCECC) and associated first responder agencies. In accordance with federal contracting procedures, to provide the requested services to USAG POM, Monterey County must submit a quotation in response to a USAG POM solicitation.

DISCUSSION:

The Garrison Commander, USAG POM has requested to be added to the TriTech Inform CAD and TriTech Inform Mobile applications currently used by the Monterey County Emergency Communications Center (MCECC) and associated first responder agencies. Initial review of operational and technical requirements by the Monterey County Emergency Communications and Information Technology Departments support the feasibility of MCECC system integration with USAG POM. 

If approved by the Board, the MCECC will amend the County’s existing contract with the TriTech, the CAD provider, to provide the Inform CAD and Inform Mobile applications to USAG POM.  USAG POM will reimburse the County for all costs associated with providing these services. TriTech, the County’s current CAD vendor, has provided a quotation of the costs that will be incurred to provide the required licenses and services.

The Director of the Emergency Communications Department provided USAG POM with a version of the 911 Services Agreement used by other first responder agencies that utilize MCECC Inform CAD and Inform Mobile applications. The 911 Services Agreement provided to USAG POM was tailored to its requirements with the understanding that POM will use the document to create a federal version of the Agreement.  The Director of the Emergency Communications Department also provided USAG POM with a draft quotation for MCECC services; this quotation passes through the TriTech costs and adds additional County charges.  Subject to modification upon conducting a complete evaluation of the USAG POM’s technical requirements, one-time implementation costs for the services desired by USAG POM are estimated to be $158,075; annual charges are estimated to be $21,704.  Total first year charges are estimated to be $179,779.

The attached Memorandum for Record, dated April 19, 2017 from the Commanding Officer of USAG POM, indicates interest in utilizing the County’s CAD services and recognizes that an agreement with Monterey County for these services is subject to Board of Supervisors’ approval.  The attached Memorandum for Record, dated February 1, 2018 from the Fire Chief, Presidio of Monterey Fire and Emergency Services, identifies the specific emergency communicates services sought by USAG POM.  If the USAG POM and the Director of Emergency Communications are able to successfully negotiate a final agreement for these services, the agreement will be brought to the Board for its approval. Amendment to the County’s existing agreement with TriTech, adding the costs of CAD services to the USAG POM, will also be brought to the Board for its approval.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the documentation associated with the County’s submission of a quotation to the USAG POM for provision of emergency communication services, including Solicitation W9124N-18-R-0002, the County’s proposed quotation, the 911 Services Agreement provided to the USAG POM for guidance, the USAG POM Memorandum of Record dated April 19, 2017 and the USAG POM Memorandum of Record dated February 1, 2018. The Information Technology Department (ITD) is providing technical guidance and cost estimates for ITD related services. The MCECC Executive Board has been advised of USAG POM’s request for emergency communications services.

FINANCING:

There are no costs associated with the preparation of the quotation to the solicitation.  If the Board ultimately approves a contract to provide the requested services, all costs associated with the services will be paid for or reimbursed by USAG POM.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Board Report provides for the extension of emergency communications services to the USAG POM in Monterey County that contribute greater interoperability between public safety responders within Monterey County and contribute to a safer environment for people to achieve their potential, leading businesses, and communities to thrive and grow by reducing violent crimes as well as crime in general.
