RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to sign a multi-year Mental Health Services Agreement with Turning Point of Central California, Inc. (TP Inc.) for the provision of employment and supportive services for Proposition 47 clients in Monterey County, for the term of February 12, 2018 to October 31, 2020, in the amount of $86,622 for Fiscal Year (FY) 2017-18, $173,185 for Fiscal Year (FY) 2018-19, $173,185 for Fiscal Year (FY) 2019-20 and $72,637 for Fiscal Year (FY) 2020-21 for a total Agreement not to exceed $505,629; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($50,562) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections awarded a three-year $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” will focus on

individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

To perform the terms of this grant, the Behavioral Health Bureau will work with Turning Point of Central California, Inc. who was identified as a collaborative partner in the Proposition 47 grant application. TP Inc. will provide Employment Training, Job Placement and Supportive Services to Proposition 47 eligible clients in Monterey County. The goals and objectives are to provide the appropriate supportive services aimed at increasing the progression and recovery rate for this population.

 

TP Inc., is a local vendor well-known for the work they do in the community. They currently contract with other county agencies including the Probation Department who through a competitive bidding process conducted a Request for Proposal and was subsequently awarded an agreement for their specialization in working with previously incarcerated clients including the Proposition 47 population. TP Inc. is the only agency in Monterey County who works with hard to serve populations who have barriers to employment and have staff who are well-equipped to help them overcome these challenges.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.

 

FINANCING:

The period of the Grant is from June 15, 2017 to August 16, 2020. The grant provides program funding in the amounts of: $86,622 for Fiscal Year (FY) 2017-18, $173,185 for Fiscal Year (FY) 2018-19, $173,185 for Fiscal Year (FY) 2019-20 and $72,637 for Fiscal Year (FY) 2020-21 for a total Agreement not to exceed $505,629. As the grant award occurred after the adoption of the Fiscal Year’s 2017-18 Budget, the associated revenue and expenditures are not included in the Department’s current year’s operational budget. The Department will evaluate the need to increase Revenue and Appropriations at mid-year, and if necessary, will work with the County Administrative Budget and Analysis Division to implement the adjustments deemed appropriate to accommodate the Department’s programmatic activities. The expenditures for Fiscal Years 2018-19 through 2020-21 will be included in the Department’s requested budget for each fiscal year.
