Report

RECOMMENDATION:

It is recommended that the Board of Supervisors consider approval of proposed revisions to the assigned Board of Supervisors members and staff to boards, committees, and commissions for calendar year 2018, change the cannabis ad hoc committee to a standing committee of the Board in response to Board Referral No. 2018.01, and correct the name of a committee.

 

SUMMARY & DISCUSSION:

 

On January 9, 2018, members of the Board of Supervisors were assigned to serve on various standing or ad hoc committees of the Board as well as various agencies, joint power authorities and miscellaneous committees.  In addition, in several instances, staff were appointed to serve as alternates or representatives to various agency committees or other groups. Committee appointments typically last a year but are valid until modified, which usually occurs at the beginning of the calendar year.

 

Following the Board’s action, the Board Chair issued Board Referral No. 2018.01 to make the cannabis ad hoc committee a Board standing committee, that changes be made to the appointments/alternates to Association of Monterey Bay Area Governments (AMBAG), Monterey Bay Unified Air Pollution Control District (MBUAPCD), the Transportation Agency for Monterey County (TAMC), and that the name of one committee which was incorrectly listed be corrected.  Consequently, the following five (5) changes are recommended to the 2018 Board Appointment List:

 

1.                     Board Referral No. 2018.01: On January 10, 2018, Supervisor Alejo issued a referral to transition the County’s existing medical marijuana ad hoc cannabis committee to a standing committee of the Board.  The Committee will be changed from the “Cannabis Ordinance Ad Hoc Committee” to the “Cannabis Standing Committee”.  The appointees to the committee will continue to be Supervisor John Phillips and Supervisor Luis Alejo. 2.                     AMBAG: Appoint Supervisor Mary Adams to serve in place of Supervisor John Phillips;

 

3.                     MCUAPCD: Appoint Supervisor John Phillips to serve in place of Supervisor Mary Adams;

 

4.                     TAMC: Appoint of Javier Gomez to serve second alternate for Supervisor Luis Alejo; and

 

5.                     Correct the name of the “Monterey Peninsula Regional Water Authority Governance Committee” to the “Monterey Peninsula Water Supply Project Governance Committee.”

 

OTHER AGENCY INVOLVEMENT:

 

The requested actions have been coordinated with the Chair of the Board of Supervisors (Luis Alejo, District 1).

 

FINANCING:

 

There is no financial impact to the General Fund due to the appointments listed in this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operation.
