RECOMMENDATION:
It is recommended that the Planning Commission:
a. Receive a presentation updating the Planning Commission on the status of the Moss Landing Community Plan;
b. Review the Moss Landing Community Plan and the recommendations of the Moss Landing Community Plan Update Committee; and
c. Review and provide direction to staff regarding the process for holding Planning Commission workshops on the Moss Landing Community Plan.

SUMMARY:
This workshop will provide the Planning Commission with a presentation on the status of the Moss Landing Community Plan Update which has been in process since 2008. Staff is recommending that the next step in the planning process will be to commence a series of Planning Commission workshops to discuss draft policies of the Moss Landing Community Plan, North County Coastal Land Use Plan Amendments and Coastal Implementation Plan Revisions, similar to what occurred at Planning Commission hearings during the creation of the 2010 General Plan. Staff recommends that the Planning Commission hold a series of workshops by topic area. These specific topic areas would be announced via publication of the agenda prior to each workshop. Upon completion of the workshop series, the County will begin moving the draft Community Plan, North County Coastal Land Use Plan Amendments, Coastal Implementation Plan Revisions and EIR through the public hearing process.

OTHER AGENCY INVOLVEMENT:
Staff from the RMA-Public Works served as technical advisors to the Moss Landing Community Plan Update Committee. In addition, TAMC, CalTrans, the North County Fire Department and the Pajaro Sunny Mesa Community Services District participated on technical committees.
FINANCING:
Funding for staff time associated with this project is included in the FY2017-2018 Adopted Budget for RMA-Planning.
