RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Contracts/Purchasing Officer to exercise the option to extend Agreement No. A-12761 with GEO Reentry Services, LLC a wholly owned subsidiary of The GEO Group, Incorporated, for two (2) additional years, in the amount of $958,125 annually, for a total contract amount of $4,790,625, to continue to provide services to adult offenders participating in the Day Reporting Center for the period July 1, 2018 to June 30, 2020.
SUMMARY:
One June 23, 2015, the Board of Supervisors approved Agreement No. A-12761 with GEO Reentry Services, LLC for the period July 1, 2015 through June 30, 2018. The executed contract allows for the option to extend the Agreement for two years.
The Probation Department is recommending extending Agreement No. A-12761 with GEO Reentry Services, LLC for continuation of a Day Reporting Center (DRC) for adult offenders in Monterey County for the period July 1, 2018 through June 30, 2020.
DISCUSSION:
The Day Reporting Center model is recognized as an effective correctional strategy and community-based alternative to incarceration for eligible adult offenders. The program uses Motivational Interviewing techniques and a curricula-driven, evidence-based model designed to assess the criminogenic needs of each client to reduce individual risk factors, develop individual goals, and make positive life changes. Treatment and supervision services are provided in a one-stop setting for moderate and high-risk adult offenders.
