RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Resource Management Agency Director or designee to execute the Reimbursement Agreement between the Transportation Agency for Monterey County (TAMC) and County of Monterey for the Pavement Management Program.

 

SUMMARY:

Approval of the recommended action will allow the Resource Management Agency (RMA) to enter into a reimbursement agreement with the Transportation Agency for Monterey County (TAMC) for the consultant services selected by TAMC for the Pavement Management Program.

 

DISCUSSION:

On August 29, 2017, the Monterey County Board of Supervisors authorized the RMA to enter into a Master Programs Funding Agreement with TAMC regarding the allocation of Measure X funds.  One of the requirements detailed in the agreement is for each local agency to develop a Pavement Management Program (PMP) and submit regular reports on the condition of their roads in order to receive funding.

 

On January 23, 2018, the Board authorized the RMA to enter into an agreement with TAMC to participate in a joint effort with TAMC and other agencies to develop a Pavement Management Program, thus complying with the Master Programs Funding Agreement.

 

As stated in the Pavement Management Program Agreement, TAMC is to acquire professional consultant services for the Pavement Management Program (i.e. pavement condition surveys, budget analyses, trainings, and reports).  The participating agency will then reimburse TAMC for the consultant costs.  The cost will be shared amongst the participating agencies based on the same formula used in allocating Measure X funds between agencies (i.e. number of miles maintained by each agency).

 

The reimbursement agreement establishes a mechanism to reimburse TAMC for the consultant services costs as it relates to the Pavement Management Program.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed the proposed reimbursement agreement as to form.

 

FINANCING:

Staff anticipates Measure X will provide approximately $6.2 million in new Road Fund revenue for FY 2017-18.  The cost to participate in the program will be covered by Measure X funds allocated to the County. The County’s anticipated startup cost to participate in the program is approximately $400,000, with annual recurring cost of approximately $6,000, and $160,000 every three years for pavement survey costs. 

 

The FY 2017-18 Road Fund budget (Fund 002, Appropriation Unit RMA012) includes $1.0 million in estimated Measure X funds.  The County received $2.9 million thus far and anticipates receiving the remaining $3.3 million throughout the remainder of the current fiscal year.  Of the appropriated $1.0 million, $400,000 is earmarked to fund the startup cost to participate in the program with TAMC.  Staff will return to the Board to request the modification of the Road Fund’s budget to increase projected revenues and appropriations for the projects funded by Measure X.  Where possible, staff intends to use these funds as leverage/match for federal and/or state grants to maximize funding.

This item supports the Board’s efforts to provide adequate infrastructure by insuring the County has access to its share of funding generated by Measure X.
