RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to PSA1844 between the Department of Social Services and the Mexican American Opportunity Foundation to provide child care services to eligible foster care youth placed in family care settings, adding $114,426, effective March 1, 2018, revising the total contract amount to $174,426 for the term of July 1, 2017 through June 30, 2018;

SUMMARY/DISCUSSION:

The Agreement with The Mexican American Opportunity Foundation (MAOF) provides child care services to eligible foster care youth under the dependency of Monterey County. In November 2017, the California State Department of Social Services (CDSS) issued notice to counties, via All County Letter (ACL) 17-109, of an optional program which would fund child care services for eligible foster care youth in a family care setting, and broadened the eligibility criteria thereby increasing the number of eligible children. The intention of this program is to alleviate common barriers to placing foster youth in family care settings by providing temporary child care services and resources to assist families in identifying long term child care.

 

The purpose of this Amendment is to add $114,426 to the Agreement in order to facilitate the augmentation of the County’s existing child care program with MAOF to meet the requirements of the State Funded Child Care Bridge Program. This amendment will enable the County to take full advantage of resources available to Child Welfare Agencies to promote family and in-home care settings for foster children by removing common barriers.

 

The term of this agreement is July 1, 2017 to June 30, 2018, and remains unchanged by this Amendment.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.

 

FINANCING:

Funding for the Department’s share of costs will be provided by Federal and State general funds. DSS recommends increasing appropriations and estimated revenues by $114,426 for the Department of Social Services Unit 001-5010-SOC005-8262 in the FY 2017-18 Adopted Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Administration and Health and Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to meet the requirements of, and leverage funding from, the State Funded Child Care Bridge Program while improving the health, wellness, and safety of foster youth under the dependency of Monterey County.
