a. Approve Amendment No. 4 to the Standard Agreement with A & B Fire Protection and Safety, Inc. to continue to provide services associated with the annual inspection of, testing of, and on-call maintenance services/repairs to fire sprinkler suppression systems in County owned buildings and facilities; and to increase the not to exceed amount by $40,000 for a total amount not to exceed $220,000 and extend the expiration date for one (1) additional year through March 1, 2019, for a revised term from December 1, 2014 to March 1, 2019; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 4 to the Standard Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 4 to the Standard Agreement with A & B Fire Protection and Safety, Inc. to continue to provide services associated with the annual inspection of, testing of, and on-call maintenance services/repairs to fire sprinkler suppression systems to County owned buildings and facilities; and to increase the not to exceed amount by $40,000 for a total amount not to exceed $220,000 and extend the expiration date for one (1) additional year through March 1, 2019, for a revised term from December 1, 2014 to March 1, 2019; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute Amendment No. 4 to the Standard Agreement.
SUMMARY/ DISCUSSION:
The Resource Management Agency (RMA) has identified a need for A & B Fire Protection and Safety, Inc. to continue to provide services associated with annual inspections and testing of fire sprinkler suppression systems and on-call maintenance services and repairs for County of Monterey (County) owned buildings and facilities.
Amendment No. 4 to the Standard Agreement (SA) between the County and A & B Fire Protection and Safety, Inc will allow the County to meet mandatory inspections and testing requirements while County staff works to procure these services under a formal solicitation process such as a Request for Qualifications (RFQ). Initially, County staff selected A & B Fire Protection and Safety, Inc. for their expertise and capabilities necessary to provide these services through an informal solicitation process.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel and Auditor-Controller’s Office have reviewed and approved Amendment No. 4 as to form and legality, and fiscal provisions, respectively.
FINANCING:
Sufficient appropriations are available in the RMA Facilities’ adopted FY 2017-18 budget, General Fund 001, Budget Unit 8176, Appropriations Unit RMA006, to fund Amendment No. 4. The residual amount in the SA will be included in next year’s FY 2018-19 budget as appropriate.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Sprinkler system testing and inspection is required by State and Federal codes, and protects occupants of County buildings by ensuring that all fire suppression systems function properly.
