a. Award a contract to Coral Construction Company, the lowest responsible bidder, for the San Jon Road and Boronda Road Bridge Rail Replacement, Project No. 1141, Federal Aid No. BPMPL-5944(124), in the total amount of $286,540;
b. Approve the Performance and Payment Bonds executed and provided by Coral Construction Company;
c. Authorize a contingency, not to exceed 10% of the contract amount or $28,654, to provide funding for approved contract change orders;
d. Authorize the RMA Director or RMA Deputy Director of Public Works & Facilities to execute the contract and, subject to the terms of the Public Contract Code, approve change orders to the contract that do not exceed 10% of the original contract amount and do not significantly change the scope of work; and
e. Authorize the RMA Director or RMA Deputy Director of Public Works & Facilities to execute a Certificate of Completion and record a Notice of Completion with the County Recorder when the Director/Deputy Director determines that the contract is complete in all respects in accordance with Plans and Special Provisions for the construction of San Jon Road and Boronda Road Bridge Rail Replacement, Project No. 1141, Federal Aid No. BPMPL-5944(124), performed by Coral Construction Company.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Award a contract to Coral Construction Company, the lowest responsible bidder, for the San Jon Road and Boronda Road Bridge Rail Replacement, Project No. 1141, Federal Aid No. BPMPL-5944(124), in the total amount of $286,540;
b. Approve the Performance and Payment Bonds executed and provided by Coral Construction Company;

SUMMARY:
Approval of the recommend action will authorize the Resource Management Agency (RMA) to award the construction contract for the San Jon Road and Boronda Road Bridge Rail Replacement project to Coral Construction Company; and proceed with construction.
DISCUSSION:
The San Jon Road and Boronda Road Bridge Rail Replacement, Project No. 1141, Federal Aid No. BPMPL-5944(124) consists, in general, of replacing the existing bridge rails of two County bridges (San Jon Road Bridge and Boronda Road Bridge) to meet current State standards. The two bridges are located near the City of Salinas.
On September 26, 2017, the Board approved the Plans and Special Provisions for the project. The project was subsequently advertised and bids were opened on November 16, 2017. The lowest responsive responsible bidder was Coral Construction Company in the amount of $286,540, which was $44,230 below the Engineer’s estimate of $330,770.
Construction is anticipated to begin in April 2018.
The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. (See CEQA Guidelines, CCR § 15301 Existing Facilities)
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, and Contracts/Purchasing, attended the bid opening and reviewed the low bid for conformance with applicable regulations. The Office of the County Counsel, Auditor-Controller, and Risk Management, have reviewed and approved the Contract and Bonds as to form, fiscal terms, and insurance provisions, respectively.
FINANCING:
The total estimated project cost, including environmental, engineering, and construction, is $450,161, which is lower than the initially estimated budget of $555,970. The project is funded by the Federal Highway Administration Highway Bridge Program (HBP) in the amount of $437,473 and Gas Tax in the amount of $12,688. The estimated cost for FY 2017-18 for construction management of the construction contract is $181,237, and likewise for FY 2018-19. The adopted FY 2017-18 budget for Road Fund 002, Appropriation Unit RMA012, includes $470,000 in appropriations to finance the construction phase of the project.
