RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors recommend that the Monterey County Water Resources Agency Board of Supervisors:

a. Approve the Professional Services Agreement with ICF Jones and Stokes, Inc. in the amount of $3,128,976 to develop a long-term Salinas River Management Plan (Phase 1), develop a Habitat Conservation Plan (HCP) for Monterey County Water Resources Agency operations (Phase 2) and conduct the necessary CEQA/NEPA analyses (Phase 3); and
b. Authorize the General Manager to execute the Professional Services Agreement, upon approval as to form by County Counsel:

SUMMARY/DISCUSSION:
In June 2017, the Agency's Board of Directors and Board of Supervisors authorized the General Manager to enter into a grant agreement with the California Coastal Conservancy to support the development of a Salinas River Management Program. All activities funded by this grant need to be completed by January 2019.

In August 2017, the Board of Supervisors for the Monterey County Water Resources Agency approved the initiation of a phased approach to develop a HCP, with the development of the Salinas River Management Program being Phase 1.

In January 2018, Monterey County Contracts and Purchasing released a Request for Proposals for development of a long-term Salinas River Management Plan, a HCP and the necessary CEQA/NEPA analyses. A tentative award was m...
