Title

Approve a Professional Services Agreement with The Don Chapin Co., Inc., in the amount of $41,700 to repair the ZO pipeline of the Castroville Seawater Intrusion Project; and authorize the General Manager to execute the Agreement.

Report

RECOMMENDATION:

It is recommended that the Monterey County Water Resources Agency Board of Directors:

Approve a Professional Services Agreement with The Don Chapin Co., Inc., in the amount of $41,700 to repair the ZO pipeline of the Castroville Seawater Intrusion Project; and authorize the General Manager to execute the Agreement.

SUMMARY/DISCUSSION:

A leak on the ZO pipeline was discovered in March 2017.  To minimize impacting Castroville Seawater Intrusion Project (CSIP) operations, an immediate temporary repair was completed at the time of discovery.   A permanent pipe repair needs to be completed to restore the full serviceability of the ZO pipeline.  The scope of work for a permanent pipeline repair includes the following operations:

                     Mobilization/demobilization

                     Excavation/backfill

                     Pipeline dewatering

                     Welding of steel split sleeve

Grouting of annular space between pipeline and repair sleeve

Encasement of repair sleeve with mortar grout

In January 2018, the Agency solicited for proposals to perform the permanent pipeline repair.  Bids were received on February 22, 2018.  Two local firms submitted proposals, the Don Chapin Company Inc., and Graniterock Company.  The Don Chapin Company, Inc., submitted the lowest responsible and responsive bid.  A summary of bids received is shown below.  Upon review of the proposals, staff recommends that an Agreement for Professional Services be approved with the Don Chapin Company Inc., to perform the pipeline repair work.  The Don Chapin Company Inc., has the experience, staff and equipment necessary to complete the work. Pipeline repair operations would start in March, and take approximately one week to complete.

Contractor                                                                                    Total

Don Chapin Company, Inc.                                          $41,700

Graniterock Company                                                               $66,120

On November 20, 2017, the Board of Directors approved increasing appropriations in the amount of $100,000 for Fund 131 in FY 2017-2018 for CSIP repair and maintenance.

At the Finance Committee meeting held on March 9, 2018 staff was directed to modify the project to include the installation of a Knife Gate Valve (valve) at the pipe leak location. Staff considered the installation of the valve but it was not included for the following reasons:

Scope of Work: The installation of a valve was not part of the original bidding process, and modifications to the scope of work may require the project to be re-bided.

Timing: The estimated shipping time for a 30-inch diameter valve is approximately 14-16 weeks. Installation of a valve will increase the construction length and delay the completion of other planned CSIP modification work.

Location: The proposed valve location is not near a pipe junction and would be in the center of a heavily used farm road.  The valve stem would be under the road surface and be prone to damage.

Soils Conditions:  The pipeline runs along the edge of a ditch at the bottom of the hill. The underlying soils contain peat.  This section of pipeline is prone to settlement and leaks.

OTHER AGENCY INVOLVEMENT:

None.

FINANCING:

Funds for this agreement are available for FY 2017-2018 in Fund 131 - Castroville Seawater Intrusion Project Operations and Maintenance.
