Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to PSA1987 with Unity Care Group, Inc., to provide Short Term Residential Therapeutic Program Individualized Care, adding $352,873, effective April 1, 2018, for a revised contract total of $437,473, and extending the term for one year through June 30, 2019; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% ($43,747) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The purpose of this amended agreement is to provide non-Medi-Cal billable, intensive, individualized services for up to two extreme high needs youth identified as having concurrent psychiatric, behavioral, and familial issues.  This amendment extends the term of the agreement for one year and will allow the Department of Social Services (DSS) to continue partnering with Unity Care Group, Inc. to address the needs and challenges these youth face related to traumatic stress, attachment, self-efficacy, and hope for the future.

 

Expertise in the understanding of the complexity and impact of trauma in a young person’s life is a cornerstone of the services to be provided.  This model is built upon the premise that youth behaviors make sense in the context of their history and world view and the model will provide high intensity support and engagement, combined with reduced expectations and stimulation, to create the opportunity for the paradigm within the youth to shift. 

 

The target population for this agreement are children/youths who has been adjudicated as a dependent of the juvenile court pursuant to Welfare & Institutions Code Section 300 and who has been determined to be eligible for Short-Term Residential Therapeutic Program (STRTP) facility placement. Prior to receiving services through this agreement, these children/youth must be discussed at the Interagency Placement Committee (IPC), and approved by DSS senior management regarding eligibility.

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

 

 

FINANCING:

This agreement is funded with Social Services realignment funds. Sufficient appropriations and estimated revenues are included in SOC001 in the FY 2017-2018 Adopted Budget.  Future fiscal year costs will be included in the Budget Request for FY 2018-19.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amended agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department of Social Services to care for, and address, the severe mental health needs of identified children and youths who have been victims of abuse or neglect.
