RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Sports Car Racing Association of the Monterey Peninsula (SCRAMP), acting as agent for County of Monterey, to execute a sole source Sanction Agreement with International Motor Sports Association, LLC (IMSA) for the right to organize, promote and hold an the IMSA Weather Tech SportsCar Championship at Mazda Raceway Laguna Seca on September 6-9, 2018, and dates to be determined in 2019 and 2020, in the amount of $495,000 for 2018; $500,000 for 2019; and, $505,000 for 2020.

 

SUMMARY/DISCUSSION:

On January 31, 2017, the Board of Supervisors passed a General Agenda Item, File #17-0104, approving a three-year management agreement between Monterey County and Sports Car Racing Association of the Monterey Peninsula (SCRAMP) retroactive from January 1, 2017, for management services at the Laguna Seca Recreation Area and authorized the Chair of the Board to execute the Agreement, No. A-13425.

 

Paragraph 4.3 of the agreement allows SCRAMP the right to contract with third party vendors, suppliers, independent contractors, promoters and sanctioning bodies on behalf of the County.

 

Article 11 of the agreement, states that subject to Section 4.3, above, on behalf of the County SCRAMP may enter into advertising, sponsorship and event sanctioning agreements relating to the Management Premises.  Paragraph 11.4 states that SCRAMP shall make available to the County all material advertising, sponsorship and event sanctioning agreements.

 

Each race series has only one sanctioning body, therefore, International Motor Sports Association, LLC (IMSA) is the only available vendor for this agreement.

 

The County Administrative Office is managing the agreement and receives all contracts per the Agreement.  The attached Sanction Agreement has been reviewed. 

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office prepared this report which was reviewed and approved by the Office of County Counsel.

 

FINANCING:

Funding for the Sanction Agreement is included in the Laguna Seca Recreation Area Fiscal Year 2018-2019 under Appropriation Unit CAO029, Budget Unit 8441.  All future year costs will be included in the submitted budget for each of the respective fiscal years.
