RECOMMENDATION:

It is recommended that the Alternative Energy and Environment Committee:

1.                     Receive a status update on the Go Green! Work Plan; and 

2.                     Provide direction to staff as appropriate.

SUMMARY/DISCUSSION:

 

The Go Green! Monterey County Work Plan is a collaborative effort between Go Green! Program staff, the Alternative Energy and Environment (AEE) Committee, the Go Green! Technical Advisory Committee, and various staff across multiple departments.  The Go Green! Work Plan provides guidance and transparency to the Go Green! Program’s operations through FY 2018-19.

 

At the November 16, 2017 AEE Committee meeting, staff presented updates to the GGMC Work Plan. Following this meeting, Go Green! Program staff has been involved in several ongoing projects and activities outlined in the Work Plan. Below is an update of these projects and activities.

 

Solar Facilities Project

The County Solar Facilities project outlined in the Go Green! Work Plan has been included in the adopted Five-Year Capital Improvement Plan (CIP) for FY 2017-18. However, the solar project has been categorized as "unfunded", meaning funding has not yet been identified. As of this report, it is unclear when a funding source will be identified.  Staff continues to investigate and monitor solar programs that will be implemented by Monterey Bay Community Power (MBCP) or other agencies.

 

Electric Vehicles

Go Green! Staff continues to investigate funding opportunities for Electric Vehicle charging stations for County facilities. In October 2017, staff submitted a site list to the Monterey Bay Air Resource District’s EV infrastructure program for consideration in their Plug-In EV Monterey Bay Infrastructure Program. Staff is still waiting for a response for potential EV charging station funding in FY 2018-19 for the following sites:

                     Health Department Headquarters (1270 Natividad Rd, Salinas)

                     Natividad Medical Center (1441 Constitution Blvd, Salinas)

                     Monterey County Government Center (168 W. Alisal St, Salinas)

                     Monterey County Superior Court/Probation Dept. (1200 Aguajito Rd, Monterey)

 

In addition to the MBARD program, staff has been working with AMBAG Energy Watch to investigate the possibility of applying to PG&E’s EV Charge Network Program. AMBAG Energy Watch has provided staff with a description of different funding and ownership options (Attachment A) through the PG&E program. At the time of this report, more investigation is needed regarding the PG&E EV Charge Network Program, and staff will return with an update at a subsequent meeting.

 

Municipal Climate Action Plan (MCAP) Update

At its July 2018 meeting, the AEE received a report on the emissions projections for County operations for the target years 2020 and 2030, which included estimated GHG emissions reductions from the Monterey Bay Community Power (MBCP) project. Go Green! Staff based projected municipal GHG emissions reductions from MBCP on the 2016 MBCP Technical Study, which assumed the use of some fossil fuels in MBCP’s energy supply mix. Staff has reevaluated GHG emissions projections based on the MBCP Implementation Plan, which accounts for all customers receiving carbon free energy. 

 

Based on the reevaluated GHG emissions projections which account for carbon free electricity starting on March 1, 2018, the County will be closer to reaching the 2020 and 2030 reduction targets than originally anticipated. Under a business as usual scenario, municipal GHG emissions are expected to be reduced approximately 26% below 2005 levels by 2020, far below the County’s goal of 15% below 2005 levels. By 2030, GHG emissions are projected to be reduced to approximately 36% below 2005 levels. This reduction is estimated to be approximately 4,311 metric tons of GHG emissions (MTCO2e) short of the 2030 target emissions goal (49% below 2005 levels, equivalent to 40% below 1990 levels).

 

Ongoing energy efficiency measures outlined in the approved 2013 MCAP are currently in the fourth phase (FY 2017-18) of a five-year implementation plan. To date, none of the measures for Phase 4 have been completed. However, RMA-Facilities staff has indicated that the approved projects have gone through a design stage and are moving into the permitting process. Staff will return to the AEE Committee with an update on these projects at a later AEE Committee meeting. 

 

Regional Sustainability Collaborations

Go Green! Program staff continues to be involved with regional sustainability collaborations throughout the Monterey Bay region. Since the last Go Green! Work Plan update to the AEE Committee in November 2017, staff has been involved in the following events and meetings:

 

                     January 18, 2018 - Monterey Bay Regional Climate Action Compact (MBRAC) quarterly meeting

                     March 1, 2018 - Monterey Bay Electric Vehicle Alliance Quarterly Meeting

                     March 18, 2018 - Communities for Sustainable Monterey County (CSMC) quarterly brunch

 

OTHER AGENCY INVOLVEMENT:

Various County departments are involved in sustainability efforts collaborating with the Go Green! Program including, but not limited to, the Agricultural Commissioner, Auditor-Controller, CAO Budget & Analysis Division, CAO - Contracts/Purchasing, County Counsel, Economic Development, Fleet, Health Department, Human Resources - Learning and Organizational Development, Information Technology, and the Resource Management Agency.  Various outside agencies are involved in the Go Green! Program, including the Energy Watch Program of the Association of Monterey Bay Area Governments (AMBAG).

 

AMBAG Energy Watch provided information regarding the PG&E EV Infrastructure Program. Staff from the Resource Management Agency (Facilities) and Natividad Medical Center assisted Go Green! Staff to identify potential sites for EV charging stations.

 

FINANCING:

 

Staff costs for the Go Green! Program are provided in the approved FY 2017-18 budget for the CAO-IGLA division.
