RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Resource Management Agency Director to execute a Grant Deed conveying a 10-acre portion of County owned property (Assessor's Parcel Number 003-851-027) located at 855 East Laurel Drive in Salinas California, commonly known as the Vietnam Veterans Memorial Site and Veterans Park, to the City of Salinas.

SUMMARY/DISCUSSION:
In November 1994, the Board approved Agreement A-06719 with the City of Salinas and the Monterey County Vietnam Veterans Memorial Committee (1994 Agreement) for the use of approximately 34.5 acres of vacant, unimproved County property located east of Constitution Boulevard for development of a City Sports Field Complex and establishing a Vietnam Veterans Memorial site and Veterans Park (Veterans Memorial Site & Park). The 1994 Agreement was subsequently amended on January 23, 2001 to provide a coterminous access easement for purpose of developing a multilane access drive from Constitution Boulevard to the City Sports Field Complex, and on December 11, 2001 to provide a permanent access easement for the City's Gabilan/Natividad Creek Bike Trail. The Veterans Memorial Site and Park was completed by the City in July 2002, is approximately 10 acres, and is a portion of the County's 101-acre East Laurel Yard Facility, identified as Assessor's Parcel Number 003-851-027.
