RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.   Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2018 - June 30, 2021) with Star View Behavioral Health, Inc. for the provision of residential mental health treatment services in the amount of $1,015,743 for Fiscal Year (FY) 2018-19, $1,015,743 for FY 2019-20, and $1,015,743 for FY 2020-21, for a total Agreement amount not to exceed $3,047,229; and

b.   Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($304,722.90) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-13465 with Star View Behavioral Health, Inc. which will expire June 30, 2018.  Star View Behavioral Health, Inc. is a high-level mental health treatment facility serving emotionally disturbed youngsters between the ages of 11 and 17 years.  The facility is fully secured and designed to assist youth who have extensive histories of treatment failures from other placements.  The facility provides a medically-based, psychosocial-rehabilitation treatment program for youth requiring medium term intensive treatment with an on-grounds school, activity program, and treatment staff.  Services are provided through a 16-bed Psychiatric Health Facility (PHF), and through a 44-bed locked Community Treatment Facility (CTF) which provides sub-acute care, supervision and intensive treatment in a structured and secure residential environment.  Approval of this Agreement will continue service provision to youth currently placed at this facility requiring this level of specialized care.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Federal Financial Participation (FFP) (35%), EPSDT 2011 Realignment funds (15%), and Special Education Local Plan Area (SELPA) (50%).  The funds for this Agreement ($1,015,743) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2018-19 Requested Budget.  The funds for this Agreement for FY 2019-20 ($1,015,743) and FY 2020-21 ($1,015,743) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2019-20 and FY 2020-21 Requested Budget.
