RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Approve and authorize the Director of Health or Assistant Director of Health to sign a

multi-year Intergovernmental Agreement (IA) with the State of California Department of Health Care Services (DHCS) for the provision of Substance Use Disorder (SUD) services under the Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver, in the amount of $491,797 for Fiscal Year (FY) 2017-18, $13,055,840 for Fiscal Year (FY) 2018-19 and $13,055,840 for Fiscal Year (FY) 2019-20, for a total Agreement amount not to exceed $26,603,477, and

b.  Approve and authorize the Director of Health or Assistant Director of Health to approve

SUMMARY/DISCUSSION:

The Monterey County Health Department, Behavioral Health Bureau’s DMC-ODS Implementation Plan was approved by the State Department of Health Care Services (DHCS) on October 31, 2016. Since the approval of the plan, the Behavioral Health Bureau has been working with DHCS on the remaining phases of the DMC-ODS approval process. This Interagency Agreement sets forth the service execution and reporting requirements for the Implementation Plan and is the mechanism established by DHCS for funding distribution to counties. Substance Use Treatment services to be provided in Monterey County include: Outpatient group and individual therapy for youth and adults, Residential services for adults and Prevention services for youth, parents and caretakers. This funding falls in alignment with the Board of Supervisors Strategic Initiative of improving the health and quality of life of our residents through County supported policies, programs, and services. The Agreement covers the period June 18, 2018 through June 30, 2020. The total amount of this agreement is $26,603,477.

 

OTHER AGENCY INVOLVEMENT

County Counsel and the Auditor-Controller have reviewed the Agreement as to legal form and fiscal provisions respectively.

 

FINANCING

The Agreement provides program funding in the amounts up to: $491,797 for Fiscal Year (FY) 2017-18, $13,055,840 for Fiscal Year (FY) 2018-19 and $13,055,840 for Fiscal Year (FY) 2019-20 for a total Agreement amount up to but not to exceed $26,603,477. As the grant award occurred after the adoption of the Fiscal Year 2017-18 Budget, the associated revenue and expenditures are not included in the Department’s current year’s operational budget. The Department will evaluate the need to increase Revenue and Appropriations, and if necessary, will work with the County Administrative Budget and Analysis Division to implement the adjustments deemed appropriate to accommodate the Department’s programmatic activities. The revenue and expenditures for Fiscal Years 2018-19 are included in the Department’s Requested Budget. The revenue and expenditures associated with FY 2019-20 will be included in the Department’s requested budget for that fiscal year.
