Consider approving and recommending that the Monterey County Water Resources Agency Board of Supervisors:
a. Approve and adopt a FY 2018-19 cost of living adjustment (COLA) charge of 3.6% for Flood Zones 1, 1A, 8, 9, 12, and 17;
2b Set and hold a Public Hearing date on June 5, 2018 @ 1:30 PM to consider adopting assessment rate charges with a 3.6% increase for Zones 1, 1A, 8, 9, 12, and 17; and
c. Direct the Clerk of the Board to publish a hearing notice in the CALIFORNIAN at least ten (10) days prior to the date set for the hearing.

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors approve and recommend that the Monterey County Water Resources Agency Board of Supervisors:
a. Approve and adopt a FY 2018-19 cost of living adjustment (COLA) charge of 3.6% for Zones 1, 1A, 8, 9, 12, and 17;
b. Set and hold a Public Hearing date on June 5, 2018 @ 1:30 PM to consider adopting assessment rate charges with a 3.6% increase for Zones 1, 1A, 8, 9, 12, and 17; and
c. Direct the Clerk of the Board to publish a hearing notice in the CALIFORNIAN at least ten (10) days prior to the date set for the hearing.
SUMMARY/DISCUSSION:
This report reflects the recently published 2018 Cost of Living Adjustment (COLA) of 3.6% for
The following flood Zones:
• Zones1 & 1A- Pajaro River Fund 112
• Zone 8 - Soledad Storm Drain Fund 121
• Zone 9- Reclamation Ditch Fund 122
• Zone 12 - San Lorenzo Creek Fund 124
• Zone 17- Moro Cojo Slough Fund 127
The Ordinances governing these Agency flood zones are as follows: 2626, 2974, 3878, and 3881. They were created for the main purpose of protecting life and property, and reducing the suffering that could be caused by flooding.
A public hearing is to be set and held for June 5, 2018 at 1:30 PM to consider adopting assessment rates as set forth in the Notices of Public Hearing relating to Zones 1, 1A, 8, 9, 12 and 17 for Fiscal Year 2018-19, all identified in the Public Notices. A notice will be published in The CALIFORNIAN at least ten days prior to the date set for this hearing.

FINANCING:
The requested COLA increase of 3.6% will increase FY 2018-19 Flood Zone revenues as follows:
• Zones1 & 1A- Pajaro River Fund 112 will increase by $15,194
• Zone 8 - Soledad Storm Drain Fund 121 will increase by $2,299
• Zone 9- Reclamation Ditch Fund 122 will increase by $40,636
• Zone 12 - San Lorenzo Creek Fund 124 will increase by $1,096
• Zone 17- Moro Cojo Slough Fund 127 will increase by $4,037
The total increase for all flood zones is $63,262 increasing total revenues from $1,757,282 to
$1,820,544.
