RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:
a. Approve Amendment No. 3 to the Agreement for Professional Services with Power Systems Professionals in the amount of $25,000 for electrical and mechanical engineering and testing services for the Nacimiento Hydroelectric Plant; and
b. Authorize the General Manager to execute the Amendment.
SUMMARY/DISCUSSION:
The Nacimiento Hydroelectric Power Plant began operation in 1987. The majority of equipment is original. From time to time, specialized electrical and mechanical knowledge is needed to troubleshoot problems that arise, test equipment, and instrumentation and make adjustments or repairs. The scope of work under this Agreement is general in nature to provide access to engineers and technicians specializing in hydroelectric power plants for as-needed work.
Power Systems Professionals performed testing and verification of Nacimiento Hydroelectric Power Plant equipment and Plant commissioning after major repairs performed in 2013, performed an Arc Flash Study and equipment labeling and MCWRA staff training in 2014, and performed generator and battery testing in spring 2017. This Amendment No. 3 retains access to Power Systems Professionals for as-needed electrical and mechanical engineering services at the Nacimiento Hydroelectric Plant to help minimize operational disruptions by troubleshooting and testing equipment, consulting regarding needed upgrades, and training staff as needed.
An Agreement with Power Systems Professionals was signed in March 2017 for $3,000 and amended in May 2017 for an additional $22,000 for performing equipment testing and reporting. Amendment No. 2 increased the amount payable by $25,000 to a not-to-exceed amount of $50,000 and extended the Term of the Agreement by one year to December 31, 2018. Amendment No. 3 increases the amount payable under the Agreement by an additional $25,000 to a new not-to-exceed amount of $75,000.

FINANCING:
The amount of this contract is payable from Fund 130 - Hydroelectric Plant Operation and Maintenance, fiscal year 2017-2018.
