Report

RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an agreement with AS Software, Inc. for dose monitoring software and maintenance services in an amount not to exceed $191,350 with an agreement term of April 17, 2018 through April 16, 2021; and

b.                     Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($19,135) of the original cost of the agreement per each amendment.

 

SUMMARY/DISCUSSION:

 

The AS software system is a platform for ultrasound reporting and image management.  The software uses electronic worksheets for the sonographer rather than a manual paper process.  The software links directly with the ultrasound machines to pull the discreet data measurements directly from the machine into the worksheet rather than the sonographer recording the measurements that the Radiologists then will dictate the data.  The software then integrates with the dictation software for the Radiologist to dictate their findings into the report format. 

 

The benefits of the software is to provide a standardized workflow from the sonographer to the Radiologist final report.  Standardization increases patient safety by eliminating potential errors.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this agreement as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. AS Software has agreed to obtain car rental insurance for any onsite visits to NMC.  The agreement has also been reviewed and approved by NMC’s Finance Committee on December 1, 2017.  The December 1, 2017 meeting of the Board of Trustees was cancelled for lack of a quorum. The agreement was reviewed and approved by the NMC Executive Committee on December 5, 2017.

 

FINANCING:

The cost for this agreement is $191,350 of which $124,750 is included in the Fiscal Year 2017-18 Adopted Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact to the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

The proposed services will benefit the County of Monterey Health and Human Services initiatives by providing the ultrasound department at Natividad Medical Center with an advanced software system which will improve efficiencies and patient safety.  The services will provide a standardized patient report to the providers.
