Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to Agreement A-13161 with the National Council on Crime & Delinquency, continuing previously approved nonstandard indemnification and warranty provisions, adding $85,050, effective April 30, 2018, increasing the contract total to $166,050, to continue providing access to the SafeMeasures reporting service for the Child Welfare Case Management System and extending the contract term for two additional years through April 30, 2020; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($16,605) of the current amended contract amount, and do not significantly change the terms of the Agreement.

 

SUMMARY/DISCUSSION:

SafeMeasures is a unique and innovate internet-based subscription reporting service from the National Council on Crime & Delinquency (NCCD), a global nonprofit research organization. SafeMeasures uses analytics to help social services agencies achieve better outcomes, improve service, and operate more effectively.  Child welfare and juvenile justice agencies use SafeMeasures to obtain detailed reports and other metrics created from nightly analyses of case management data. 

 

This amendment allows the Department of Social Services (DSS) to continue use of SafeMeasures for an additional period of two years. SafeMeasures has been effective at allowing DSS to monitor service delivery activity by navigating an extensive set of reports presented in graph and chart format.  These reports allow staff to estimate current workload demand, plan more effective service interventions, and monitor certain performance indicators established by state and federal regulatory requirements.  Additionally, SafeMeasures includes case-level quality control displays that DSS employs to improve compliance with state and federal performance audits. 

 

With the implementation of the Continuum of Care Reform, the Resource Family Approval Program, and new federal case review requirements, SafeMeasures is a valuable tool for maintaining continuous quality improvement and daily support to line level staff in managing increasing caseloads within Child Welfare. 

 

This amendment continues nonstandard warranty and mutual indemnification provisions which were previously approved by this Board on June 14, 2016 as part of the original approval of this Agreement. 

 

 

OTHER AGENCY INVOLVEMENT:

The SafeMeasures tool is used by both DSS and the Probation Department.  The Information Technology Department, the Auditor-Controller and Purchasing have reviewed and approved this amendment. County Counsel has approved the amendment as to form.  Risk Management did not approve the mutual indemnification and non-standard warranty provisions.

 

FINANCING:

Funding for this amendment is provided by Federal and State revenues and Realignment funds.  Sufficient appropriations and estimated revenues for SOC005 are included in the FY2017-18 Adopted Budget and also incorporated in the FY2018-19 Requested Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Administration and Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to plan more effective service interventions while maintaining appropriate staffing levels and to better comply with state and federal regulatory requirements.
