RECOMMENDATION:
It is recommended that the Board of Supervisors adopt recommendations by the Legislative Committee to:
1) Support Proposition 68 - California Drought, Water, Parks, Climate, Coastal Protection, & Outdoor Access For All Act of 2018 (June 2018 ballot); and
2) Adopt a resolution in support of Proposition 69 - SB 1 Revenue Protection (June 2018 ballot) and opposing all future SB 1 repeal efforts.

SUMMARY

On March 12, 2018, the Legislative Committee reviewed two ballot initiatives which will appear on the June 5, 2018 ballot, Proposition 68 and Proposition 69, and recommends that the Board of Supervisors "support" these initiatives. The Committee also recommends that the Board "oppose" all future efforts to repeal SB 1. And, the Committee recommends that the Board adopt a resolution in support of Proposition 69 and opposition to all future SB 1 repeal efforts as requested by the California State Association of Counties (CSAC).

DISCUSSION

Proposition 68 - California Drought, Water, Parks, Climate, Coastal Protection, & Outdoor Access For All Act of 2018 (SB 5 - Chapter 852, Statutes of 2017) - June 5, 2018 ballot - SUPPORT
Proposition 68 will authorize the issuance of $4 billion in general obligation bonds for parks, environmental protection, and water infrastructure. Monterey County was actively engaged in the legislative process which led to the passage of SB 5, working with the author and County legislative delegation to provide information on possible County projects which potentially could qualify for funding if the bond passes.
