RECOMMENDATION:
It is recommended that the Capital Improvement Committee:
a. Support the County of Monterey Capital Improvement Program Five-Year Plan FY 2017-18 through 2021-22 unfunded project needs; and
b. Provide direction regarding recommended unfunded project priorities.

SUMMARY/ DISCUSSION:
Resource Management Agency (RMA) is seeking Capital Improvement Committee support and recommendation for the County of Monterey Capital Improvement Program (CIP) Five-Year Plan 2018/19 through 2022/23 (Attachment A). The list includes capital projects planned as part of the capital budgets managed by RMA, IT and NMC. Capital projects are funded through Capital funds (401, 402, 404) and individual department budgets. This document provides information about funded and unfunded County department capital projects for FY 18/19. In addition, staff has prepared an objective ranking of unfunded projects to prioritize needs. Direction provided by the CIC on recommended project priorities will be used to develop the FY 18/19 budget.

The primary focus of this report is the list of unfunded projects. RMA-Facilities staff ranked unfunded projects based on specific criteria, which was presented to the CIC in September 2017. RMA requests that the CIC provide recommendations on prioritizing projects to be considered for funding. Consistent with the Board of Supervisor's guidelines, the projects included in the first year of the CIP (FY 2017-18) requiring County capital funds will be reflected in the FY 2017-18 Annual Recommended Budget for the consideration and action by the Board of Supervisors.

For the Fiscal Year (FY) 18/19 through 22/23 CIP, as drafted, there are eighty-eight (88) fully funded projects totaling $391M, sixteen (16) partially funded projects...
