RECOMMENDATION:
It is recommended that the Capital Improvement Committee support the Contracts/Purchasing Officer to execute a five (5) year Lease Agreement, effective May 1, 2018 with the Salinas Valley Basin Groundwater Sustainability Agency, a joint powers authority, for general office and conference room access space located at 1441 Schilling Place, Salinas, California.

SUMMARY/DISCUSSION:
The Salinas Valley Groundwater Sustainability Agency (SVBGSA) was formed pursuant to a Joint Powers Agreement which went into effect on December 26, 2017. The SVBGSA's mission is to develop a comprehensive groundwater sustainability plan for the Salinas Valley Groundwater Basin by 2020 and to implement the plan to achieve basin sustainability by 2040.

Approval of this Lease Agreement will support the SVBGSA's mission by providing a 108 square foot administrative office space for the SVBGSA's General Manager, as well as access to state of the art conference rooms to conduct committee and board meetings, and community workshops.

The lease term will commence on May 1, 2018 and expire on April 30, 2023. The Lease Agreement provides for a month-to-month occupancy after the expiration date, and either party may terminate the lease upon a thirty (30) day written notification. Monthly rent is $250.00 per month and includes utilities and janitorial services.

OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel and Risk Management have reviewed and approved the Lease Agreement as to form and legality, and as to insurance and indemnity, respectively.

FINANCING:
