Consider recommending that the Monterey County Water Resources Agency's Board of Supervisors:

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors recommend that the Monterey County Water Resources Agency's Board of Supervisors:

a. Approve an Ordinance of the Monterey County Water Resources Agency Prescribing Rules and Procedures for Water Orders and Deliveries for the Castroville Seawater Intrusion Project, subject to County Counsel approval; and,
b. Authorize the General Manager to execute and enforce the Ordinance of the Monterey County Water Resources Agency Prescribing Rules and Procedures for Water Orders and Deliveries for the Castroville Seawater Intrusion Project.

SUMMARY/DISCUSSION:
Due to the reduced capacity of the Castroville Seawater Intrusion Project (CSIP) to meet instantaneous irrigation demand, a water scheduling ordinance is needed to assure better system reliability in meeting daily irrigation demand. By scheduling delivery of water requested for irrigation within the CSIP service area, water pressure in the distribution pipe can be maintained and pumping of supplemental wells can be reduced.

Over the past 20 years of operations, inflows into the Regional Treatment Plant have been reduced through water conservation efforts. 10 of the original 21 supplemental wells have been removed from service due to water quality issues related to seawater intrusion, or to well casing collapse due to aging and fatigue.
