Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the Blanco Road Overlay, Project No. 1727; and

b.  Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Adopting the Plans and Special Provisions and authorizing the Resource Management Agency (RMA) to advertise the Blanco Road Overlay, Project No. 1727 (Project), will allow the RMA to proceed with the construction phase of the project and solicit construction bids. RMA will return to the Board in July to award the project.

 

DISCUSSION:

The Project consists of rehabilitating existing asphalt concrete by machine grinding and paving two point four inches (2.4”) of hot mix asphalt concrete (HMA) including, but not limited to, clearing and grubbing, placing new survey monuments, installing loop detectors and performing traffic control. Project limits are along Blanco Road from Reservation Road to Davis Road, approximately 4.56 miles.

 

The bid opening is set for May 18, 2018 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901.  Project construction is scheduled to begin in September 2018.

 

The Project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CCR § 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Auditor-Controller, and Risk Management have reviewed and approved the Special Provisions as to form and legality, fiscal terms, and insurance provisions respectively.

 

FINANCING:

This is a multi-year project, with total estimated project cost, including environmental, engineering, and construction, of $3,684,226. Prior year costs totaling $104,226 were funded with Transient Occupancy Tax (TOT) revenue.  The current FY2017-18 Road Fund 002 adopted budget includes $30,000 in appropriations, funded with Measure X. The construction phase of the project is expected to begin in FY2018-19 with an estimated cost of $3.6 million, funded with Measure X revenue and will be included in the FY2018-19 Road Fund recommended budget. Overall, the project is funded and is expected to be completed in FY 2018-19.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will overlay Blanco Road with hot-mix-asphalt from Reservation Road to Davis Road to extend the pavement life.  The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
