RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 2 to Mental Health Services Agreement A-13251 with Lakemary Center to extend the term for one (1) additional fiscal year for a revised term of February 1, 2016 through June 30, 2019, and reallocate $231,060 of unused contract spending authority from prior and current fiscal years toward additional units of service and the associated funding for fiscal year 2018-19, for a revised total Agreement amount of $679,465.

 

SUMMARY/DISCUSSION:

Lakemary Center, located in Paola, Kansas, is a 65-bed Psychiatric Residential Treatment Facility (PRTF) licensed by the State of Kansas to provide educational and psychiatric treatment for children aged 6-21 years with dual diagnoses of intellectual and /or developmental disabilities and psychiatric disorders, including Autistic Spectrum Disorder.  Lakemary Center provides tailored services for children with deficits in a variety of adaptive functioning areas, including communication, self-care, functional academics, social skills, leisure skills, and community use skills.  Behavioral presentations addressed include high levels of aggression, self-injury, elopement, property destruction, and other high-risk behaviors. This Amendment No. 2 extends the Agreement for one additional fiscal year to provide extensive psychiatric and residential service treatment service that aligns with the anticipated service need of the client placed at this facility.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 2 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is 100% funded by Special Education Local Plan Area (SELPA) funds that pay for children who are placed through the Individual Education Plan (IEP).  Funds for Agreement are included in FY 2018-19 Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Requested Budget.
