RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the Area Agency on Aging 2018-19 Area Plan Update; and
b. Authorize the Chair of the Board of Supervisors to sign the Area Plan Transmittal Letter.


SUMMARY/DISCUSSION:
The mission of the Monterey County Area Agency on Aging (AAA) is to provide leadership in addressing issues that relate to older Monterey County residents. This includes developing community-based systems of care that provide vital services to support independence and to promote community involvement in the planning and delivery of services. The senior population in Monterey County continues to grow at increasing rates each year with a 3% increase in 2016 alone (more than any other age category). Currently, 17% of the population are seniors 60 plus and the trend is expected to continue through 2030 when one in every four residents will be seniors (25% of the total population).

Every four years, the AAA conducts a senior needs assessment and prepares a four-year Area Plan to determine priorities and create an action plan. Area Plan Updates are done for three years following the lead report and are designed to document changes, additions and emerging trends. The 2016-2020 Area Plan was approved by the Board of Supervisors on July 19, 2016. The 2018-2019 Area Plan Update is the second update and provides summary information on planned services for the third year in the program cycle.

No substantive changes are included with the 2018-2019 Area Plan Update and a public hearing was held on April 5, 2018 to discuss funding levels and planned services including: home delivered meals, congregate meals, nutrition education, legal assistance, caregiver support, oversight of long-term care facilities, and health insurance counseling.
