RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Create a Monterey County Agriculture Employer-Sponsored Farmworker Housing Ad Hoc Committee; and
b. Appoint two members of the Board of Supervisors to serve on the Ad Hoc Committee, and direct the two appointees to report back to the Board of Supervisors no later than February 26, 2019.

SUMMARY/DISCUSSION:
On April 17, 2018, Chair Alejo submitted a referral, #2018.12, "To create a working group of the County, Salinas Valley cities, and agriculture stakeholders to make recommendations to facilitate and expedite the creation of farmworker housing in the Salinas Valley."

On April 19, 2018, local governments, non-profits and agricultural leaders released the, "Farmworker Housing Study and Action Plan for Salinas Valley and Pajaro Valley;" the first comprehensive farmworker housing study conducted in both valleys, and one of the first in the entire state. Creation of the Ad Hoc Committee would further expedite and facilitate the specific needs, barriers and solutions to the farmworker housing crisis in the region, as identified in the Farmworker Housing Study.

It is requested that the Board of Supervisors appoint two members of the Board to serve on the Monterey County Agriculture Employer-Sponsored Farmworker Housing Ad Hoc Committee, a committee of limited duration not subject to the Brown Act. The Ad Hoc Committee will meet with members of the public, city officials, and key agricultural stakeholders as necessary to gather information related to options and availability for farmworker housing and report the information back to the Board of Supervisors.
