b. Authorize the Resource Management Agency Director to submit the Resolution; and tabulations to the California Department of Transportation.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Accept the 2017 annual report of the Mileage of Maintained County Roads; and
b. Authorize the Resource Management Agency (RMA) Director to submit the Resolution and tabulations to the California Department of Transportation.
SUMMARY/ DISCUSSION:
The California Streets and Highway Code, Section 2121, requires counties to submit to the California Department of Transportation, in May of each year, any additions or deletions to the Mileage of Maintained County Roads. Revisions to the Mileage of Maintained County Roads may result from several occurrences including the construction of new roads, approval of freeway maintenance agreements, abandonments, annexations, and/or corrections to errors in existing tabulations. This annual report is necessary for calculating Highway Users Tax Apportionment (HUTA) monies.
In 2016, the maintained mileage for Monterey County was reported at 1,236.33 miles, which included 1,102.08 miles of paved roadway, and 134.25 miles of unpaved roadway. During 2017, Portuguese Canyon Road, 3.95 miles was abandoned through Resolution No. 17-334 on October 5, 2017. This action brings the 2017 maintained mileage for Monterey County to 1232.38, which includes 1098.13 miles of paved roadway, and 134.25 miles of unpaved roadway.
OTHER AGENCY INVOLVEMENT:
The California Department of Transportation will incorporate these revisions into the State Certified Mileage of Maintained County Roads for Monterey County.
FINANCING:
This report was prepared by staff funded out of the Road Fund (Fund 002, Subfund TRAF, Unit 8195). Therefore, there is no financial impact to the General Fund. However, miles maintained is a factor used in calculating HUTA and Measure X funds. HUTA funds have been reduced by approximately 34% or$4.3 million over the past three (3) years (from $12.6M in FY14 to $8.3M in FY17). HUTA funds are apportioned with a complex formula which includes the maintained mileage as one of the variables. Measure X allocations are based on a formula that includes both population and road mileage. Due to the minor change in mileage, this is not expected to have a significant impact to the County’s HUTA and Measure X allocations.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This report is required by State law for Monterey County to receive its allocation of HUTA funds. Submitting this report timely assures accurate payment of HUTA, Measure X and SB-1 funds to the Road Fund in the next fiscal year.
