RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 1 to Mental Health Services Agreement A-13138 with Central Coast Center for Independent Living for the provision of Whole Person Care services for Fiscal Year (FY) 2017-18 and FY 2018-19 for an increased amount of $30,000 for FY 2017-18 and $180,000 for FY 2018-19, for a revised total Agreement amount not to exceed $609,309 for the term May 1, 2018 - June 30, 2019.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-13138 with Central Coast Center for Independent Living (CCCIL).  CCCIL is one of the nationwide networks of Centers for Independent Living whose philosophy is that people with disabilities should have the same civil rights, options and control over choices in their own lives as do people without disabilities.  This Agreement will add Program Two for Whole Person Care Services to be provided to eligible Monterey County residents including: individual advocacy, peer support, independent living skills training and benefits counseling.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING

This Agreement is funded by Mental Health Services Act funds. The funds for FY 2017-18 have been included in the Health Department’s Behavioral Health Bureau (HEA012), Unit 8410) FY 2017-18 Adopted Budget.  The funds for FY 2018-19 will be included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2018-19 Recommended Budget.
