RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer, or his Designee, to sign Amendment No. 3 to the agreement with TriTech Software Systems for a Computer Aided Dispatch (CAD) system for the purchase of the TriTech Inform CAD to Harris Symphony Fire Station Alerting interface, adding $9,240.00 to the amended agreement amount of $2,232,102.87, for an amended amount of $2,241,342.87.

 

SUMMARY/DISCUSSION:

The Monterey County NGEN Public Safety Radio system, purchased from Harris LLC (Harris), is able to provide fire station alerting through the NGEN system’s radio console, simultaneously transmitting specific incident data collected by the County’s existing TriTech Software Systems (TriTech) Computer Aided Dispatch (CAD) system directly to fire stations. Fire station alerting notifies local fire stations that they are being called upon to respond to an emergency within their jurisdiction through alarms, tones, and other methods.  It serves as redundant and additional notification that an imminent emergency response is required.

 

Fire station alerting is made possible by the transmission of CAD incident data to the NGEN radio system; an interface is thus required between the County’s existing TriTech CAD and the NGEN radio system console. The Fire Station Alerting interface included in the initial TriTech System purchase agreement was based upon the Harris radio console originally purchased for the NGEN system---the Maestro model. Subsequent changes in radio system design and technology necessitated changing the NGEN radio console from the original Maestro model to the Symphony model.  The requirement for radio system-based Fire Station Alerting functionality remains valid. The change in the NGEN radio console type requires the development of a different CAD interface.

 

The interface will be developed and implemented as a separate deliverable from the original TriTech CAD agreement and will be invoiced and funded separately from the CAD project that was purchased with the participation of all User Agencies. The TriTech Inform CAD Harris Symphony Fire Station Alerting Interface will be separately funded by those fire agencies requiring fire station alerting and CAD data transfer.

 

Other than providing for the development and implementation of the interface, the terms of the original TriTech CAD agreement remain the same.

 

OTHER AGENCY INVOLVEMENT:

The implementation of the TriTech Inform CAD Harris Symphony Fire Station Alerting Interface will impact the fire protection agencies using the Fire Station Alerting functionality, as originally agreed upon during the development of the CAD system requirements. The fire protection agencies that will utilize fire station alerting have agreed, by consensus, to separately fund development of the required interface. County Counsel has approved Amendment No. 3 as to form.

 

FINANCING:

The addition of the TriTech Inform CAD Harris Symphony Fire Station Alerting Interface will have no impact on the County’s General Fund. This functionality will be billed to the Participating Agencies as part of their annual Dispatch Services bill at the close of Fiscal Year 2018.
