RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to sign Amendment No. 4 to the Agreement with Biomed PRN, to extend the term for an additional six (6) months, for a revised term of July 1, 2014 to December 31, 2018, and to increase the contract amount by $21,168, for a revised total contract amount not to exceed $157,607, for biomedical equipment certification, testing and maintenance services.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services. 

 

In 2014, Clinic Services entered into an Agreement with Biomed PRN for testing, calibration and maintenance services of the medical equipment in the clinics. Biomed PRN is a local company certified by the Association for the Advancement of Medical Instrumentation (AAMI).  AAMI helps to enhance the management of medical instrumentation safely and effectively.  Biomed PRN technicians ensure reliable, diagnostic and therapeutic tools are in compliance by performing testing, calibration, maintenance and repair to the medical equipment at the clinics.  Testing is performed in accordance with manufacturer’s specifications, for both safety and performance.  In addition to the safety for patients, having medical equipment tested and calibrated reduces maintenance costs, downtime and significantly improves efficiency, allowing medical devices and their component parts to work longer at a minimal increase to costs.

 

Since 2014, the Agreement has been revised through Amendments No. 1, 2 and 3.  Amendment No. 1 extended the term for one (1) additional year through June 30, 2017, and increased the total contract amount to $96,820.00.  In April 2017, the Board of Supervisors approved Amendment No. 2 which increased the total contract amount to $124,035 to account for the Seaside Family Health Center expansion.  Amendment No. 3 was executed in January 2018 to extend services for an additional six (6) additional months through June 30, 2018 and increased the total contract amount to $136,439.  Approval of Amendment No. 4 will maintain the essential biomedical certification, testing and maintenance services in the clinics.

 

Clinic Services intends to release a Request for Proposal (RFP) for testing, calibration and maintenance services on biomedical equipment in 2018.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 2) Enhance community health and safety by emphasizing prevention.  It also supports one of the ten essential public health services, specifically: 6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved Amendment No. 4 as to legal form and fiscal provisions, respectively.

 

FINANCING:

Sufficient appropriations are available in FY 2018-19 Proposed Budget of Clinic Services Bureau, Health Department (4000-HEA007).  The Agreement is funded by revenues from Medi-Cal and Medicare.  There is no financial impact to the General Fund resulting from approval of this Agreement.
