RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Chair of the Board of Supervisors, as the Chief Elected Official for the Monterey County local workforce development area, to execute a renewal of the Agreement between the Workforce Development Board of Monterey County and the Monterey/Santa Cruz Building Trades Council Training and Education Fund for the provision of Proposition 39 Pre-Apprenticeship services, and to execute Amendment No. 1 to the Agreement to: (a) increase total  participants trained from 55 to a maximum of 110, (b) increase funds from $92,056 to $254,556, (c) extend the Agreement term to December 31, 2018, and (d) add the provision of follow-up and placement services; and

b.                     Approve and authorize the Executive Director of the Monterey County Workforce Development Board to sign the Renewal of Agreement and Amendment No. 1.

 

SUMMARY:

On December 21, 2017, the California Workforce Development Board notified the Monterey County Workforce Development Board (WDB) that its Proposition 39 (The California Clean Energy Jobs Act) project was selected for additional funding (Round II) in the amount of $375,000 and that the term for providing pre-apprenticeship services was extended to December 31, 2018.  Proposition 39 Pre-Apprenticeship services were previously provided by Monterey County WDB via agreements with the Monterey/Santa Cruz Building Trades Council Training and Education Fund and other providers.

 

The original Agreement between the Monterey County WDB and the Monterey/Santa Cruz Building Trades Council Training and Education Fund for the delivery of pre-Apprenticeship services expired on September 30, 2017.   The purpose of the Renewal of the Agreement and Amendment No. 1 to the Agreement is to utilize the additional grant funds to provide pre-apprentice services to additional participants.

 

DISCUSSION:

The Monterey County WDB is the fiscal agent for the Prop 39 2.0 project and as such is responsible for the development of agreements; convening partner meetings; developing outreach and recruitment materials; leading evaluation and implementation of grant activities; and fiscal administration of the grant.

 

The Monterey/Santa Cruz Building Trades Council Training and Education Fund’s original scope of work includes the provision of Multi-Craft Core Curriculum (MC3) training. Participants are trained in green job skills and prepared for apprenticeships in the field, thereby building the energy-efficiency workforce in the three-county region of Monterey, Santa Cruz and San Benito counties.

 

Renewal and amendment of the Agreement between the Monterey County WDB and the Monterey/Santa Cruz Building Trades Council Training and Education Fund will enable delivery of pre-apprenticeship training services to an estimated 55 additional participants by increasing training enrollments from 55 to a maximum of 110 and increasing the training personnel line-item to reflect additional trainees.  The renewal and amendment further adds new follow-up and placement support services to be performed by Monterey/Santa Cruz Building Trades Council Training and Education Fund personnel.   Amendment No. 1 will increase the Monterey/Santa Cruz Building Trades Council Training and Education Fund’s budget from $92,056 to $254,556. The full Monterey County WDB approved renewal and amendment of the Agreement at its meeting of April 4, 2018.

 

Similar renewals and amendments to agreements with the Santa Cruz County WDB and the San Benito County WDB will be separately brought to the Board of Supervisors, in its role as Chief Elected Official of the Monterey County local workforce development area, for consideration.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the Renewal of Agreement and Amendment No. 1 as to form. The Workforce Development Board approved the renewal and amendment on April 4, 2018.

 

FINANCING:

There is no impact on the County General Fund. Clean Energy Job Creation funds in the amount of $775,000, established by the voter-approved Proposition 39 - The California Clean Energy Jobs Act (SB 73 - Chapter 29, Statutes of 2013) underwrite regional Proposition 39 Pre-Apprenticeship services. This grant funds the Agreement with the Monterey/Santa Cruz Building Trades Council Training and Education Fund; grant funds are budgeted in Fund 021 Appropriations Unit CAO036.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of the Renewal and Amendment No 1 to the Agreement will create pathways to apprenticeships in the green energy field and building the energy-efficient workforce in the three-county region.

 

                                          Economic Development - Through collaboration, strengthen economic development to ensure a diversified and health economy.

 

                                          Administration - Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.

 

                                          Health & Human Services - Improve health and quality of life through County supported policies, programs, and services; promoting access to equitable opportunities for healthy choices and healthy environments in collaboration with communities.
