RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a three (3) year Mental Health Services Agreement (July 1, 2018 - June 30, 2021) with Uplift Family Services for the provision of Therapeutic Behavioral Services (TBS), Home Alternatives to Residential Treatment (HART), and Residential Treatment in the amount of $1,049,268 for Fiscal Year (FY) 2018-19, $1,049,268 for FY 2019-20, and $1,049,268 for FY 2020-21, for a total Agreement amount not to exceed $3,147,804; and

b.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) (314,780.40) of the original Agreement amount and do not significantly change the scope of services.

 

SUMMARY/DISCUSSION:

This new Mental Health Services Agreement with Uplift Family Services replaces Agreement A-12719 for TBS and HART services, and Agreement A-12720 for Residential Treatment, which both expire June 30, 2018.  Uplift Family Services will continue to provide TBS to Monterey County Medi-Cal eligible children with difficult behaviors and require one-to-one assistance, and who may be at risk of psychiatric hospitalization.  TBS is an intensive one-to-one, face-to-face, short term outpatient treatment intervention for beneficiaries under age 21 with serious emotional disturbances (SED) who are experiencing stressful transition or life crisis. Uplift Family Services will also continue to provide HART to Monterey County children who are receiving Special Education Services through their Individual Education Plan (IEP) and have been identified by their IEP teams as being at imminent risk of residential treatment.  HART service is highly individualized, intensive case management and one-to-one behavioral intervention that addresses the social emotional needs presenting barriers to academic success.  Uplift Family Services will continue to provide Residential Treatment through their licensed Short Term Residential Therapeutic Program to Monterey County youth in accordance with the client's individual education plan and other identified needs.  The goal of the program is to reduce inappropriate behavioral and/or psychiatric symptoms to a level of care whereby the youth can return home or move to a lower level of care.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively

 

FINANCING:

This Agreement is funded by Federal Financial Participation (23%), Early Periodic Screening, Diagnosis, and Treatment (12%), and Special Education Local Plan Area (65%).  The funds for this Agreement ($1,049,268) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2018-19 Requested Budget.  The funds for this Agreement for FY 2019-20 ($1,049,268) and FY 2020-21 ($1,049,268) will be included in the respective Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2019-20 and FY 2020-21 Requested Budgets.
