RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts Purchasing Officer to sign Amendment No. 3 with Bagley Enterprises, Inc. to add $30,000 to the Agreement, for a total amount not to exceed $125,000 for services related to used oil and filter collection for the term of February 10, 2014 to June 30, 2019.
SUMMARY:
Bagley Enterprises, Inc. provides services related to the used oil recycling program in Monterey County. These services include site inspection and repair of used oil and filter collection equipment and supports the Environmental Health Bureau’s Used Oil and Filter Collection and Recycling Program.
DISCUSSION:
Pursuant to California Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (“CalRecycle”) has established various payment programs to make payments to qualifying jurisdictions.
Since 1994 Monterey County, through the Health Department 's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program. This program promotes the proper disposal and recycling of used motor oil and oil filters for residents, commercial and recreational boaters, and small farmers in Monterey County. The County provides community education and makes various outlets for the proper disposal and recycling of used motor oil and oil filters available through curbside collection, residential drop-off centers, and marine and agricultural oil collection centers.
Bagley Enterprises, Inc. supports this program through its servicing and inspection of drop off points [tanks]. This service allows the Used Oil Program to continue within all associated safety regulations connected to oil collection.
This activity supports the Monterey County Health Department 2011-2015 Strategic Plan initiative: 2) Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 6) Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this Amendment as to form and legality; the Auditor-Controller’s Office has reviewed this Amendment as to fiscal provisions.
FINANCING:
Funding for this Agreement is grant funded (Oil Payment Program) through the Department of Resources, Recycling, and Recovery; no general funds are used in this program.
