RECOMMENDATION:
It is recommended that the Board of Supervisors adopt one resolution:
a. Approving the installation of "No Parking Any Time" signs on the east side of State Route 1 (SR 1) for a distance of approximately 3,600 feet (1,800 feet north and 1,800 feet south of the Point Lobos State Park entrance) to facilitate emergency responder access during the Highway1 (SR 1) Climbing Lane Project; and
b. Authorizing and directing the Director of Resource Management Agency to apply for an encroachment permit from Caltrans to install "No Parking Any Time" signs on the east side of State Route 1 (SR 1) for a distance of approximately 3,600 feet (1,800 feet north and 1,800 feet south of the Point Lobos State Park entrance).

SUMMARY:
The Resource Management Agency (RMA) began the installation of the Highway 1 Climbing Lane project. The project has increased the congestion in the already heavy traffic impacted area, increasing emergency response times. Installing "No Parking Any Time" signs will make the shoulder available for traffic to shift over when an emergency vehicle approaches. This will help reduce response times for emergency responders during construction, which is scheduled to be completed in August 2018.
