b. Support authorizing the Auditor-Controller to increase appropriations by $15,750, in the Fish and Game Propagation Fund 006-3000-8476-RMA101 to fund the award of twelve funding grants, where the financing source is Fund 006 Unassigned Fund Balance.

RECOMMENDATION:
It is recommended that the Budget Committee support the recommendation of the Monterey County Fish and Game Advisory Commission to:
a. Award the distribution of Fish and Game Propagation Fund grants in the amount of $45,449 for twelve specific projects for Fiscal Year 2017-18; and
b. Support authorizing the Auditor-Controller to increase appropriations by $15,750, in the Fish and Game Propagation Fund 006-3000-8476-RMA101 to fund the award of twelve funding grants, where the financing source is Fund 006 Unassigned Fund Balance.
SUMMARY/DISCUSSION:
The Monterey County Fish and Game Advisory Commission (“Commission”) received twelve Fish and Game Propagation Fund grant applications for Fiscal Year 2017-18. Board Resolution 81-239 requires all expenditures using County Fish and Game Propagation funds to be approved by the Board of Supervisors. The Competitive Grant Applications were noticed in the Monterey County Herald on December 15, 2017 and December 22, 2017, and January 5, 2018 (Attachment A). The twelve grant applications were also received and considered for funding at the Monterey County Fish and Game Advisory Commission’s February 13, 2018 regular meeting (Attachment B). Eleven applications were approved on February 13, 2018 and one was tabled to the regular April 10, 2018 meeting. The remaining application was approved on April 10, 2018 (Attachment C).
The Commission recommends that the Board of Supervisors approve the following grants in the amounts shown in the 2017/18 Propagation Grant Award Summary (Attachment D).
OTHER AGENCY INVOLVEMENT:
The Commission considered and approved the twelve grant applications.
FINANCING:
Fiscal Year 2017-18 Adopted Budget for the Fish and Game Propagation Fund includes $29,700 towards propagation grant proposals. The Commission recommends approval of $45,449 in grants for FY2017-18. The requested increase in appropriations of $15,750 will be financed by available uncommitted fund balance of $67,084.
The Fiscal Year 2017-18 estimate for Fish and Game Propagation Fund revenue (received through California Department of Fish and Wildlife (CDFW) citations is $24,764 and expenditures are estimated to be $47,874 resulting in an estimated ending fund balance of $43,973 if these grants are awarded.
STRATEGIC INITIATIVES:
The Commission’s Propagation Grant Fund Program provides grant funds to qualified projects and programs which help benefit the citizens of Monterey County, agencies, organizations and groups. The funds for the Ventana Wildlife Society will have a direct impact on the economic vitality of the County’s fish and wildlife resources.
In addition to the economic development initiative, the Propagation Grant Fund Program the Commission administers helps benefit our County’s precious resources such as water quality and quantity. Projects and programs focused on the enhancement, protection and preservation of the fish and wildlife resources, such as the non-lead ammo program done by the Ventana Wildlife Society comply with the infrastructure Initiative.
